The Office of Immigrant Inclusion and Language Access (OIILA) works with city departments, bureaus, and offices to ensure immigrant and refugee Angelenos can access city programs and services. Through this coordination, OIILA responds to the needs and requests of our immigrant and refugee non-English speaking or English Language Learner (ELL) neighbors.
OIILA aims to support and accelerate immigrant integration through the coordination of City services, outreach, and advocacy to better ensure that all Angelenos - regardless of immigration status or language spoken - have every possibility to connect to community resources, access government services, engage in civic life, and be informed about laws and policy initiatives that directly impact their lives.

OIILA’s work includes the following:
- Include language access in the early stage of planning for any meeting/event/program (planning ahead for translation of outreach materials, requesting interpreters in advance, etc.).
- Administering and managing programs that support and accelerate immigrant integration.
- Working directly with city departments to improve the provision of services for all Angelenos.
- Advising on the existing City-provided language access resources.

Reminders for City Departments and Employees
- Include language access planning at the beginning.
- Contact your designated Language Access Liaison of Departments, Bureaus, and Offices to inquire about your team’s respective plans and procedures related to language access.
- If you are bilingual or multilingual, reach out to your supervisor or personnel team to inquire if your specific language ability may be useful for your role and/or Department.
- Familiarize yourself with your Department's phone and/or video remote interpretation procedures.
- Reach out to OIILA for any guidance related to language access.
Language assistance and disability-related accommodation services are available at no cost to participate in a City of Los Angeles program, service, or activity.
